Cikarang Utama Toll Gate to Be Operated

PT Jasa Marga (Persero) Tbk. will operate Cikarang Utama Toll Gate located at KM 29.200 on Jakarta-Cikampek Toll Road on 2 March 2011 at 00:00 WIB (01 March, at 24:00). The new toll gate to replace the Pondok Gede Timur Utama (Jatibening) Toll Gate is expected to reduce congestion frequently seen at the old toll gate.

The operation of the new toll gate is based on the Decision of the Minister of Public Works No. 49/KPTS/M/2011 on the Decision of Change in Toll Collection System on Jakarta Interchange Cikarang Barat Section and Toll Tariff on Jakarta-Cikampek Toll Road Section, which decides the change in toll collection system to one (1) transaction on the section of Jakarta IC-Cikarang Barat of Jakarta-Cikampek Toll Road. As the Decision of the Minister becomes effective, the decision of the Ministry of Public Works No 398/KPTS/M/2010 remains in force as long as it is not in contradiction with the new Decision of the Minister.

Based on the Ministry’s Decision Letter, there will be a change in the system of transaction on several sections of Jakarta-Cikampek Toll Road. The change applies to vehicles heading from Jakarta to Cikarang. Previously, the transaction for vehicles from Jakarta to Bekasi Barat, Bekasi Timur, Tambun, Cibitung and Cikarang or vice versa use the close system in which toll road users take entrance ticket when entering Pondok Gede Timur Utama Toll Gate and pay different toll tariff at exit gate depending on originating toll gate. With the operation of  Cikarang Utama Toll Gate, open system will be applied and it will be flat tariff from Jakarta (Cawang) to Cibitung. The calculation of flat tariff is based on the tariff of average trip length from Jakarta to Cibitung.

The implementation of flat tariff is expected to reduce vehicles congestion that was previously centralized at one toll gate i.e. Pondok Gede Timur Utama. The transaction for vehicles heading to Karawang, Cikampek, Bandung and Cileunyi or vice versa still applies toll tariff based on originating toll gate (distance).

Cikarang Utama Toll Gate has 32 toll booths: 11 entrance booths and 21 exit booths. Unlike the entrance booth at other toll gates, the entire entrance booths at this toll gate is automated toll booth operated unmanned (similar to several entrance booth at Pasteur Toll Gate). Therefore, toll road users heading to Cikampek and Bandung take the toll ticket at entrance booth from a toll machine. Toll collectors are available at exit gate to take toll payment from toll road users.

Congestions normally happened at Pondok Gede Timur Utama Toll Gate and there usually was long queuing of vehicles heading to and from Jakarta. This was resulted from the fact that this toll gate has to cater vehicles heading to JORR, Bekasi Barat, Bekasi Timur, all the way to Bandung. The operation of the new main toll gate is expected to reduce the congestion since vehicles heading to and from JORR, Bekasi Barat and Cikarang may enter each designated toll gate, whereas Cikarang Utama Toll Gate is intended for vehicles heading to and from Karawang, Cikampek, Bandung and Cileunyi.


Electronic Entrance Ticket
At present, manual entrance ticket is still used to find out originating toll gate for each vehicle. Originating toll gate is determined by the ticket’s color. With electronic entrance ticket, originating toll gate is found out when the machine at toll booth reads the ticket. The electronic ticket certainly speed up the transaction as toll collectors do not need to identify the color of the ticket to determine which toll gate each toll road user enter when using the toll road.

There were previously 11 kinds of entrance ticket in different colors representing the toll gate on Jakarta-Cikampek Toll Road. This has not included the gate from Bandung. This certainly requires time for the toll collectors to determine originating toll gate of toll road users when making payment at exit gate.

Electronic entrance ticket was uses on Padaleunyi (Padalarang-Cileunyi) Toll Road and it has proven to speed up transaction time at toll booth. When it was still operated only for Padaleunyi, vehicles from Jakarta-Cikampek, Sadang and Purwakarta with manual ticket had to exchange their ticket with electronic ticket at Padalarang Barat Toll Gate.

As Cikarang Utama Toll Gate is operated, Jakarta-Cikampek and Cipularang sections now apply electronic entrance ticket, hence there is no need to make ticket exchange at Padalarang Barat Toll Gate and this gate will soon stop to operate.

e-Toll Card
Still in view of speeding up transaction time, the operation of Cikarang Utama Toll Gate was accompanied with the enhancement of the toll equipment soon after the operation of the new toll gate, hence the transaction at all toll gates on Jakarta-Cikampek, Cipularang and Padaleunyi sections are able to use e-Toll Card. Thus, there will be more toll road sections to implement e-Toll Card transaction, adding to the use of e-Toll Card on Jakarta Inner Ring Road, Sedyatmo and JORR Sections.

More toll roads implementing e-Toll Card for its transaction is expected to increase the number of e-Toll Card users. The more e-Toll Card transactions are the more toll road users having its benefits.

Environmentally Friendly
Built on 6 hectares of land, Cikarang Utama Toll Gate is located in the area of Cikarang Barat, Bekasi. The cost for constructing the toll gate reached approximately Rp 80 billion and Jasa Marga started it in 2009.

To show Jasa Marga’s awareness of optimizing the use of environmentally friendly energy, for the lighting of the toll gate, Jasa Marga uses LED light bulbs that are able to save energy up to 60%. The use of LED lamps will be further implemented at other toll gates and toll road sections to save energy. This proves Jasa Marga’s awareness of environmental protection.
